Following the successful cost management of Carnarvon Community College Stage 2, Rawlinsons were engaged by Building Management and Works to provide full cost management for the third and final stage in the amalgamation of the three existing public schools in Carnarvon into one K-12 College.
The final stage comprised of a new AFL oval (165m x 135m), Performing Arts & Music Centre, Physical Education and Sports Hall, double hard courts, Secondary Learning Block, new bike and bin stores and parking facilities, as well as refurbishments to existing classrooms and Administration blocks.
Rawlinsons team provided early cost plan advice to establish an accurate project budget working closely with the Department of Education, Building Management and Works and the Project Design Team. Rawlinsons provided strategic advice throughout the cost planning stage in relation to procurement options, risk identification particularly in relation to ACM conditions on site, co-ordination issues with existing built infrastructure and services as Rawlinsons had historical knowledge of the site based on our previous engagement for Stage 2 works.
Rawlinsons also provided a Bill of Quantities which produced an accurate and easy to follow pricing document which proved to be an invaluable contract document during the contract administration phase for both progress payment assessment and variation valuation.
Part of Rawlinson’s role was also to provide tender analysis services. A very competitive tender was received by BMW and there were some concerns that the lowest price might have missed something and might lead to larger problems further down the project. Rawlinsons carried out due diligence on the contractors tender seeking clarification on certain trades and gaining an understanding of how the contractor proposed to manage the project as well as their proposed sequencing of the works. Following this due diligence period Rawlinsons were satisfied that the contractor had included for the full scope of works and recommend that they be awarded the contract.
